Gradual Clearing-Why Do Forecasters Use That Trem?

We've almost all heard the term "Gradual Clearing" by weather forecasters on tv or online. Why do forecasters use that term? That's what I'm trying to figure out. Maybe, it's after a thunderstorm or rainy week and it's just starting to clear out? If that's the case, then we need new weather songs! Every time the fore casters use the term "Gradual Clearing", put on the song "Even Flow", by Pearl Jam. If there is a rainy week predicted, put on the song,"Only Happy It When It Rains" by Garbage. I still wonder why forecasters use that trem. We've got the songs down! Forecasters probably use that term because they're happy that it's going to be sunny after a thunderstorm,or,rainy week. I mean, that's something to be happy about, but, don't be TOO happy. That is it.
